EIA GUIDELINES AND APPLICABLE LAWS

Environmental Impact Assessments are conducted all over the world to identify the potential negative and positive impacts of a proposed
project, and to recommend mitigation measures to avoid or reduce potential negative impacts and enhance positive impacts. Almost every
country has its own EIA guidelines and laws or regulations. There are also many generic EIA guidelines available internationally so
remember to look under the International, Africa, SADC or other country categories, especially for South Africa.

- MS-Mozambique Policy Paper 2001 - 2005
In accordance with the general practice of MS an external review of the MS Mozambique programme was carried out in October 1998. The
general objective of the Review was to assess the relevance of the MS Mozambique Policy Paper (1997-2001) in relation to a country
specific context and to the principles and priorities of the MSIS Policy.

- ZERO Regional Environment Organisation is a Non-Governmental Organisation (NGO), registered in 1987 to contribute to environment
and development solutions in the Southern African Development Community (SADC) countries. ZERO's Mission is to promote an enabling policy
environment for the rural and urban disadvantaged women, men and youth to enable them to manage and utilize land and land-based resources
to meet their needs in a sustainable manner, through awareness raising, participatory policy advocacy, sharing of information, and networking
with key stakeholders. ZERO Regional Environment Organisation's publications unit has published several working/discussion papers, books,
special papers, reports, training manuals and newsletters, including a Civil Society Guide to the Law-Making Process in SADC Countries.
These materials are for sale and focus on land reform, energy, small-scale enterprises, trade and environment, and NGO-advocacy. Some of
these materials focus on Mozambique.

- An Assessment of Environmental Policy Formulation and Implementation Processes in Southern Africa:
Discussion Paper based on a Pilot Study of the Zambian Wetlands Strategy and Action Plan.
This discussion paper was conducted under the IUCN Regional Networking and Capacity Building Project (NETCAB). It responds to NETCAB's
objective "to enhance capacity of Southern Africa's Government Institutions and NGOs/CBOs to address regional environmental policy and
natural resources management issues more effectively". In order to address these concerns IUCN commissioned a series of studies to assess
the policy formulation and implementation process in Southern Africa, initially in three countries, Zimbabwe, Zambia and South Africa.
The studies were later expanded to cover Botswana, Malawi and Mozambique.

Program of Environmental Information Systems in Sub-Saharan Africa. 1998. Best Practises of Environmental Information Systems (EIS): The Case of Mozambique. Final Report prepared by Maria Teresa Rufai Mendes, Simão Pedro Santos Joaquim, Paul Hengue and Philippe Gerbe.
The Program on Environment Information Systems in Sub-Saharan Africa set up a Working Group on EIS Best Practices in 1996 to ensure
that experience and lessons learned in EIS development in Africa were captured and widely disseminated. This report is one of a series
of country studies of EIS best practises, available from the Program.

Development and environmental management in SADC: The Maputo Development Corridor Enslin van Rooyen School of Public Management and
Administration University of Pretoria The objective of a holistic environmental management strategy is to ensure that development does
not compromise environmental sustainability, health and safety and that natural and cultural resources are not endangered. This article
argues for the enhanced application of integrated environmental management practices among member states of the Southern African
Development Community (SAC) to ensure proper project planning and implementation for sustainable development. The importance of integrated
environmental management in public and private sector decision-making and activity, is presented by indicating the relationships and
interdependencies between countries in SADC, as well as the environmental concerns raised by development economics in the region. The
Maputo Development Corridor project is cited as a noteworthy case in integrated environmental management in the SADC region. Examples
are provided of principles and objectives, as well as a model that miry assist decision makers and planners.
