- Chamber of Mines Public Participation Guidelines for Stakeholders in the Mining Industry,
coordinated by the Consultative Forum on Mining and the Environment and published by the Chamber of Mines
of South Africa.
This practical, hands-on guide is applicable much wider than the mining industry. It contains a
step-by-step explanation of a public participation plan, outlines the benefits of public participation,
the role of public development, and criteria with which to assess the level of effort required for
different processes. It also contains a useful toolbox of public participation methodologies.

These guidelines provide a generic approach to public participation aimed firstly at providing a

EIA GUIDELINES AND APPLICABLE LAWS
Environmental Impact Assessments are conducted all over the world to identify the potential negative and
positive impacts of a proposed project, and to recommend mitigation measures to avoid or reduce potential
negative impacts and enhance positive impacts. Almost every country has its own EIA guidelines and laws
or regulations. There are also many generic EIA guidelines available internationally so remember to look

- Environmental Implementation and Management Plan in terms of Chapter 3 of the National Environmental
Management Act, 1998 (Act No 107 of 1998), Department of Water Affairs and Forestry
The Department of Water Affairs and Forestry must in terms of section 11(3) of the National Environmental
Management Act, 1998 (Act No 107 of 1998) prepare a consolidated environmental implementation and management
plan, as the Department has activities and functions that both impact and manage the environment. This is
the text of the plan, as recommended by the Committee for Environmental Co-ordination and adopted by the
Department.

- Strategic Environmental Assessment in South Africa, Department of Environmental Affairs and Tourism
Strategic Environmental Assessment (SEA) is becoming an accepted and widely used instrument for
integrating environmental issues into the formulation of plans and programmes. Several SEAs have recently
been undertaken in South Africa, or are currently in progress. However, these studies have been done in
the absence of an agreed understanding and methodology for SEA. This gave rise to the need for guidelines
which promote a common understanding of SEA in South Africa and assist in the development of best practice
in SEA.

The Centre for Public Participation is an independent non-partisan organisation contributing towards
the buildings of an empowered civil society engaging actively with accessible and accountable structures
and processes of government. Through its monitoring, lobbying, research and capacity building programmes,
it strives to ensure that the government policy and legislative processes are transparent, accessible and
accountable.

- Integration of Public Issues and Technical Assessment in Environmental Impact Assessments (EIAs) - Ne'er the Twain Shall Meet?
The purpose of the paper is to explore, from a public participation practitioner's viewpoint, some of
the reasons why it is so difficult to achieve integration of public issues and technical assessment in an
EIA, and to provide some practical suggestions for overcoming these constraints.
The main reasons for a lack of integration include technical specialists not understanding the purpose
and value of public participation; a lack of a common purpose among EIA team members; specialists viewing
their work in isolation from other specialists in the team; the value of local knowledge not being
appreciated; no or little contact between public participation practitioners and specialists; practitioners
not understanding their responsibility as members of the EIA team; and ingrained mindsets and comfort zones
mainly as a product of our science education. Several practical constraints are also highlighted.
Practical steps for achieving integration of public issues and technical assessment are then presented,
both prior to the commencement of the EIA, and during the EIA. The roles of each of the public participation
and technical specialist teams towards achieving integration are then outlined.

- Sustainable Development and the Environmental Impact Assessment Process: The Fair Process

During 1999, the Wildlife and Environment Society, Western Cape (WESSA:WC) drew together a task team
to critically examine the EIA process and its implementation. The problem was identified as a lack of
effective participation by the public in the process and we arrived at a number of uncomfortable conclusions.
Our findings show that the EIA process is manipulated by certain unscrupulous consultants in order to
benefit the developer, misleading the public in the process. The attitude of the authorities appears to be
to condone the results of these processes.

- The Role of the Public in Mine Planning, Design, Operation and Closure - Meeting the Social Challenge

The role of the public has changed over the last decade. The public, regulators and third parties
increasingly influence mine planning, design, operation and closure, and increasingly causes corporate
social risk. The interfaces with these parties must be managed as effectively as any other aspect of
business.
This paper looks firstly at why the role of the public has changed so dramatically over the past
decade, secondly at the factors causing social risk to mining companies, and thirdly proposes ways for
mining companies to deal with their social challenges: good neighbour relations, risk communication and
public participation. Lastly, a few key recommendations are made.

Worldwide, public participation has for many decades been widely acknowledged as a potential or
partial solution to environmental and policy problems and decision-making. Precisely which stakeholders
should be involved in which way, when, and to what degree, however, has been the subject of a tremendous
amount of argument, disagreement, experimentation and theorizing. Every year, these issues are still
debated by public participation practitioners from across the globe at the annual conference of the
International Association for Public Participation (IAP2).

- ZERO Regional Environment Organisation is a Non-Governmental Organisation (NGO), registered in 1987 to contribute to environment and development solutions in the Southern African Development Community (SADC) countries. ZERO's Mission is to promote an enabling policy environment for the rural and urban disadvantaged women, men and youth to enable them to manage and utilize land and land-based resources to meet their needs in a sustainable manner, through awareness raising, participatory policy advocacy, sharing of information, and networking with key stakeholders. - An Assessment of Environmental Policy Formulation and Implementation Processes in Southern Africa:
Discussion Paper based on a Pilot Study of the Zambian Wetlands Strategy and Action Plan.
This discussion paper was conducted under the IUCN Regional Networking and Capacity Building Project
(NETCAB). It responds to NETCAB's objective "to enhance capacity of Southern Africa's Government Institutions
and NGOs/CBOs to address regional environmental policy and natural resources management issues more effectively".
In order to address these concerns IUCN commissioned a series of studies to assess the policy formulation and
implementation process in Southern Africa, initially in three countries, Zimbabwe, Zambia and South Africa.
The studies were later expanded to cover Botswana, Malawi and Mozambique.

In 2001 the former departments of Archaeology and Geography and Environmental Studies were merged to create the new School of Geography, Archaeology and Environmental Studies. The joining of the two former departments made considerable sense: both have a long history within the Faculty of Science, both have a strong research record and research culture, both are committed to postgraduate and undergraduate teaching and both have a similar interest in the relationship between humans and the environment. The Head of the School is Professor Bernard Moon, who lectured in the Geography Department between 1975 and 1991 before taking up a senior post in Wits Administration. In 2001 Professor Moon returned to the new School to take up the position as Head.
There are currently over 40 academic staff and research personnel in the new School. Every year there are 200 undergraduate students and around 100 postgraduate students registered in the School.

public participation: Planning for effective Public Participation, Effective Communications for Public
Participation and Techniques for Effective Public Participation. IAP2 Trainers are available in Africa
