EIA GUIDELINES AND APPLICABLE LAWS
Environmental Impact Assessments are conducted all over the world to identify the potential negative and positive impacts of a proposed project, and to recommend mitigation measures to avoid or reduce potential negative impacts and enhance positive impacts. Almost every country has its own EIA guidelines and laws or regulations. There are also many generic EIA guidelines available internationally so remember to look under the International, Africa, SADC or other country categories, especially for South Africa.

This site notes that, like many countries around the world, Zimbabwe has endorsed the concept of sustainable living and sustainable use of its natural resources. Sustainable living marks a commitment by people to meet the needs of the present without compromising the ability of future generations to meet their own needs. Environmental Impact Assessment (EIA) is an important tool used to support sustainable living because it requires us to look carefully at our actions before unacceptable change occurs. - ZERO Regional Environment Organisation is a Non-Governmental Organisation (NGO), registered in 1987 to contribute to environment and development solutions in the Southern African Development Community (SADC) countries. ZERO's Mission is to promote an enabling policy environment for the rural and urban disadvantaged women, men and youth to enable them to manage and utilize land and land-based resources to meet their needs in a sustainable manner, through awareness raising, participatory policy advocacy, sharing of information, and networking with key stakeholders. ZERO Regional Environment Organisation’s publications unit has published several working/discussion papers, books, special papers, reports, training manuals and newsletters, including a Civil Society Guide to the Law-Making Process in SADC Countries. These materials are for sale and focus on land reform, energy, small-scale enterprises, trade and environment, and NGO-advocacy. Many of these materials focus on Zimbabwe.

- Best practices of Environmental Information Systems (EIS). The Case of Zimbabwe. Centre for Environment Information and Knowledge in Africa (CEIKA).
The objective of this report was to carry out a case study on Best Practices of EIS in Zimbabwe within the context of activities carried out by the EIS Program in Sub-Saharan Africa. This report is part of a series of country case reviews supported by the World Bank, US-AID and the GTZ - Pilot Project on Institutional Development in Environment (PVI), co-ordinated by a joint steering committee.

- An Assessment of Environmental Policy Formulation and Implementation in Zimbabwe
The presentation, given at the Zimbabwe Policy Formulation Country Workshop in June 2000, represents a synthesis of experience with approaches to the environmental legal reform process that led to Zimbabwe’s current Environmental Management Bill. The starting point of the assessment was that any reform proposal should be premised on a clear understanding of the potential role of the law within the environmental management arena; its relationship with other factors and processes, and must meet the policy and development objectives of the country. The research showed a clear understanding on the part of both Government and civil society of the need for law reform. The existing instruments were very broad and scattered across a number of different ministries. Taken together, they did not address the country’s objectives. One of the researchers suggested that the conflicts caused by incompatible legislation might actually lead to environmental degradation.

- An Assessment of Environmental Policy Formulation and Implementation Processes in Southern Africa: Discussion Paper based on a Pilot Study of the Zambian Wetlands Strategy and Action Plan.
This discussion paper was conducted under the IUCN Regional Networking and Capacity Building Project (NETCAB). It responds to NETCAB’s objective “to enhance capacity of Southern Africa’s Government Institutions and NGOs/CBOs to address regional environmental policy and natural resources management issues more effectively”. In order to address these concerns IUCN commissioned a series of studies to assess the policy formulation and implementation process in Southern Africa, initially in three countries, Zimbabwe, Zambia and South Africa. The studies were later expanded to cover Botswana, Malawi and Mozambique.
