EIA GUIDELINES AND APPLICABLE LAWS

Environmental Impact Assessments are conducted all over the world to identify the potential
negative and positive impacts of a proposed project, and to recommend mitigation measures to
avoid or reduce potential negative impacts and enhance positive impacts. Almost every country
has its own EIA guidelines and laws or regulations. There are also many generic EIA guidelines
available internationally so remember to look under the International, Africa, SADC or other
country categories, especially for South Africa.

- Community Based Natural Resource Management Support Programme in Botswana
An attempt to find new solutions for the failure of top-down approaches to conservation, CBNRM
rests on the recognition that local communities must have direct control over the utilisation
and benefits of natural resources (wildlife, forest products) in order to value them in a sustainable
manner. CBNRM is both a conservation and rural development strategy, involving community mobilisation
and organisation, institutional development, comprehensive training, enterprise development,
and monitoring of the natural resource base.

- Environmental Planning Sub-Committee to promote the integration of environmental issues in
urban planning in Greater Gaborone and the rest of Botswana. This includes issues relating to public
open spaces, urban agriculture, public transport, recreational facilities, and public participation
in the decision making process.

- ZERO Regional Environment Organisation is a Non-Governmental Organisation (NGO), registered
in 1987 to contribute to environment and development solutions in the Southern African Development
Community (SADC) countries. ZERO's Mission is to promote an enabling policy environment for the
rural and urban disadvantaged women, men and youth to enable them to manage and utilize land and
land-based resources to meet their needs in a sustainable manner, through awareness raising,
participatory policy advocacy, sharing of information, and networking with key stakeholders.
ZERO Regional Environment Organisation’s publications unit has published several working/discussion
papers, books, special papers, reports, training manuals and newsletters, including a Civil
Society Guide to the Law-Making Process in SADC Countries. These materials are for sale and
focus on land reform, energy, small-scale enterprises, trade and environment, and NGO-advocacy.
Many of these materials focus on Botswana.

- An Assessment of Environmental Policy Formulation and Implementation Processes in
Southern Africa: Discussion Paper based on a Pilot Study of the Zambian Wetlands Strategy and
Action Plan. This discussion paper was conducted under the IUCN Regional Networking and Capacity
Building Project (NETCAB). It responds to NETCAB’s objective “to enhance capacity of Southern
Africa’s Government Institutions and NGOs/CBOs to address regional environmental policy and
natural resources management issues more effectively”. In order to address these concerns IUCN
commissioned a series of studies to assess the policy formulation and implementation process in
Southern Africa, initially in three countries, Zimbabwe, Zambia and South Africa. The studies
were later expanded to cover Botswana, Malawi and Mozambique.
